NAGPUR: The Directorate of Ayurved Maharashtra State
(DAMS), Mumbai, issued a fresh show-cause notice to the management of Nagpur College of Homoeopathy and Hospital (NCHH),
Azamshah Layout, Great Nag Road, recently.
The notice, a copy of which is with the TOI, has been issued on the
High Court directions in the matter of appointing administrator on the college as per Maharashtra Education Institutions
(Management) Act 1976. According to sources, the show-cause was been issued on March 7.
The notice, issued by G
P Titar, director, DAMS, states that he has to give a reasonable opportunity to such institutes and thereafter, he can make
order taking over its activity relating to imparting education for limited period not exceeding three years. "It was
necessary to maintain public confidence. The institution has failed and neglected to perform its duties as per the rules,"
Titar has said.
The director has further said that NCHH management - Satchikitsa Prasarak Mandal headed by
Ghanshyamdas Panpalia - has neglected to perform the duties. The notice also states various irregularities committed in
appointing teachers, falling standard of education and training, exorbitant fees and failure by the management to remit
EPF.F.Titar states that the management is preventing suspended employees from entering into the college and has also withheld
the payment of subsistence allowance, making their survival almost impossible. As per practice, the allowance is to be
remitted in their regular salary account. "The management is also engaged in removing senior teachers at its whims and
fancies," Titar says.
When contacted, Panpaliya confirmed that he has received the show-cause notice and has
sought a month's time to give reply. "The issuance of the notice is a drama. The NCHH is a private institute and it doesn't
come under the purview of government as we don't take government grants.
Earlier also, the director had issued
such notice but withdrew it in the court. All the allegations levelled in the show-cause notice are baseless and things have
been set right. The NCHH is the second best college among the 44 colleges in the state."
It may be recalled that
following large-scale irregularities in the college, DAMS had appointed Dr Meera Aurangabadkar as the administrator on
November 17, 2007.
